Valentin E. Oleynikov – MD, PhD, Professor, Head of Chair of Therapy of Medical Institute, Penza State University (PSU) of the Ministry of Education and Science of the Russian Federation, Honorable Worker of Higher Professional Education of the Russian Federation.

In 1979 he graduated from the Saratov Medical Institute, and in 1979-1981 worked as an ambulance doctor in the city of Penza.

From 1981 to 2001 Valentin E. Oleynikov worked for the Chair of Therapy N1 of the Penza State Institute of Postgraduate Medical Educational, where he rose from senior laboratory assistant to the professor of the Chair. In 1986 and 1995 he defended his thesis for the degree of candidate and doctor of medical sciences on a specialty "Cardiology", respectively.

Since 2001 he has been a Head of the newly established Chair of Therapy of PSU. In 2002-2014 courses of dermatology, phthisiopulmonology, endocrinology, and radiodiagnosis were created and successfully acted at the Chair. The Fellowship in Cardiology was established.

Since 2009, Prof. Oleynikov has been a Chief-Cardiologist of the Health Ministry of Penza Region. Programs of secondary prevention of cardiovascular diseases are successfully implemented according to Prof. Oleynikov’s initiative and with his participation.

In 2014-2016 Prof. Oleynikov was a Head on several grant projects of the Ministry of Education and Science of the Russian Federation.

Prof. Oleynikov was awarded the Medal of the Order of Merits for the Penza Region.
